EBE Consulting, LLC’s Principal Engineer has over 20 years’ multi-faceted experience in the wireless telecommunications industry with a focus on mission critical voice and data communications networks for public and private agencies in the public safety, emergency management, utility, and transportation markets for technologies including, but not limited to wide area and campus-based two-way radio, fiber & microwave transport, IP routing, in-building and distributed antenna systems (BDA/DAS), dispatch consoles, alarm & management systems, and vehicular communications systems.

EBE’s unique expertise lies in their ability to strategically plan AND manage the installation of complex projects where new equipment must interface to existing systems and the people who operate and maintain them.

EBE is a woman and minority owned small business based in Portland, Oregon whose Principal, Susan Ronning, P.E., PMP, has worked in the two-way radio industry as a municipality radio shop manager, consulted to agencies on projects all over the United States, and led design and implementation projects for both Motorola and Tait. She is a registered Professional Engineer and is a PMI® certified Project Management Professional.

  • Technical project management to include, but not limited to: develop project plans, system designs, lead system integration and testing efforts, lead requirements gathering and management efforts, lead interoperability planning efforts
  • Technical writing for development of, or response to, Request for Information/ Qualifications/ or Proposals (RFI/RFQ/RFP)
  • Stakeholder and systems needs elicitation, data gathering, and requirements capture of existing systems and operations
  • Development of operational plans, system replacement strategies, cutover and migration transition plans
  • Utilize standardized PMI® project management and INCOSE® system engineering processes to provide better system documentation, increased stakeholder participation, define system functionality that meets stakeholders’ expectations, evolve systems with a minimum of redesign and cost, and provide a higher level of system reuse for more predictable project outcomes
  • Provide Owner’s Engineer and Staff Augmentation services
  • Manage vendor equipment and services contracts, perform vendor evaluation and assessment
